Finsch's Wheatear (Oenanthe finschii)

A species of dry rocky hillsides from Turkey to Krgyzstan, with this individual being on the extreme Western edge of it's range. It's eponymous name is named after the colonial naturalist and explorer Friedrich Hermann Otto Finsch whose ornithological career including books on parrots of the world, but who also was involved in German colonial plans in South East Asia and the Pacific.
