Brandt's Cormorant is a marine cormorant species found exclusively on the West Coast of North America, in breeding plumage it has a very distinctive bright blue throat which is uses for display, as well as fine hair like feather along its back which give it it's latin name of pencillatus as they evoke a painters brush.
