A small drab tit species largely found only in California and Baja California - it was formerly lumped with the Juniper Tit in a combined species was known as the Plain Tit, but in 1996 it was determined they were sufficiently differentiable by song, habitat and genetics to warrant being separate species.  As the name suggests, they favour woodlands which are at least partially comprised of oak.
